You gain 1 skill point every level, plus there are plenty of quests that also award skill points, so, if you complete every single quest and reach level 60 you can earn enough skill points to get every skill.
There are 8 skills which are locked at the start of the game (the same 8 skills will be locked at the start of NG+) but those 8 skills will be unlocked after you complete the main quest "The Womb of the Mountain". With a total of 44 skills to learn you'll need a grand total of 99 skill points to learn every skill. The first three skills you get should be: Concentration Lure Call and Silent Strike.
